OUR DISTRICT

PROPERTY BUSINESS IMPROVEMENT DISTRICT

 Property and Business Improvement Districts (PBIDs) have been used throughout California since 1994. PBIDs are assessment districts that, when authorized, provide supplemental services beyond those typically provided by a city within a defined area. These services are funded through assessments on real property, which appear on property tax bills during an active PBID term. 

Our Boundaries

 The PBID previously encompassed approximately three hundred thirteen (313) properties with one hundred fifty-eight (158) property owners. As part of the PBID renewal effort, the existing boundaries are being carried forward with a proposed expansion area. The renewal area generally includes parcels along Del Paso Boulevard between Railroad Drive and Lampasas Avenue, along Arden Way between the Sacramento Northern Bike Trail and the railroad crossing at Swanson Station, as well as additional parcels proposed for inclusion through the renewal process.

 To support the commercial vitality of Old North Sacramento business corridors by leading PBID renewal efforts, coordinating partnerships, and planning future supplemental improvements and maintenance. These efforts are intended to restore a clean, safe, and thriving business environment for assessed parcels following PBID approval.

  • Plan for the reestablishment of the S.A.F.E.T.Y. in the District Committee to address crime concerns upon PBID renewal.
     
  • Coordinate with Sacramento Police and City departments to support incident reporting and information-sharing during the renewal period.
     
  • Provide guidance and resources to businesses and property owners on available reporting tools and safety best practices.
     
  • Develop implementation plans for enhanced district image efforts, including litter abatement, graffiti removal, and sidewalk maintenance, to be activated upon PBID approval.
     
  • Prepare for the reinstatement of public safety programs, including the SeeSay app and security camera coordination, subject to PBID authorization.
     
  • Assess waste management needs and maintenance priorities to inform future service deployment.
     
  • Establish baseline metrics and evaluation frameworks to track safety and cleanliness outcomes following renewal.

  • Support a diverse and resilient commercial base through business outreach, planning, and partnership development.
     
  • Connect small businesses to technical assistance, grants, and external resources available outside of PBID funding.
     
  • Develop performance indicators to measure business growth and retention following PBID reinstatement.
     
  • Advocate for the interests of property and business owners within the proposed PBID renewal boundaries.
     
  • Advance district enhancement concepts and economic development initiatives in coordination with public and private partners.
     
  • Represent renewal priorities in discussions with local government and stakeholders.
     
  • Identify long-term funding strategies to support organizational sustainability and future PBID services.

  • Plan and position the Del Paso business corridor as a destination for arts, dining, and cultural activity.
     
  • Develop marketing campaigns and event concepts to be launched upon PBID renewal.
     
  • Strengthen digital engagement and communications infrastructure, including social media and online presence, to support transparency and outreach during the renewal process.

  • Build and maintain relationships with business owners, property owners, and community organizations to support inclusive and transparent renewal efforts.
     
  • Encourage stakeholder participation and shared ownership in district revitalization planning.
