
I’m excited and honored to step into the role of Executive Director for the Del Paso Boulevard Partnership. This Boulevard has a rich history and an even brighter future, and I’m committed to helping guide the next chapter of its growth with intention, integrity, and transparency.
With over 25 years of experience in business development, small business ventures, project management, and strategic planning, I’ve spent my career helping businesses grow and communities thrive. As the former Treasurer for the Partnership, I worked diligently to bring the organization into compliance and conducted financial reviews of the past two years. That work reinforced my belief in accountability, clear governance, and the Boulevard’s long-term potential. Those values will continue to guide my leadership.
At its core, the Property and Business Improvement District (PBID) model is designed to support clean, safe, and economically strong commercial corridors. While the Del Paso Boulevard PBID charter has expired, the Partnership remains active and focused on stewardship, transparency, and leading the renewal effort. This includes working closely with business owners, property owners, the District 2 City Council office, and community partners to plan for the reinstatement of services and long-term district success upon renewal approval.
This role is deeply personal to me. I’m invested in ensuring Old North Sacramento's business corridors be a place where businesses can flourish, culture is celebrated, and opportunity is accessible. Through collaboration, honest communication, and shared responsibility, we can build a strong foundation for what comes next.

As the Business Navigator Intern for the Old North Sac Partnership, Star Miller-Jackson supports communication and connection between business operators, property owners, and The Partnership to help stakeholders access information, resources, and support. Through on-the-ground outreach and relationship-building, Star assists businesses in navigating City processes, identifying available programs, and staying informed about planning and revitalization efforts along the corridor.
Star’s role centers on communication, coordination, and problem-solving—listening to business concerns, sharing available resources, and elevating issues related to safety, maintenance, and economic opportunity to the appropriate partners. This work supports the Partnership’s commitment to transparency, collaboration, and community-driven progress as it leads efforts to renew the PBID and plan for future district services.
