Candace Brooks, Executive Director

I’m excited and honored to step into the role of Executive Director for the Del Paso Boulevard Partnership. This Blvd has a rich history and an even brighter future, and I’m here to make sure we tap into every bit of its potential.

With over 25 years of experience in business development, small business ventures, project management, and strategic planning, I’ve spent my career helping businesses grow and people thrive. As the former Treasurer for the Partnership, I worked hard to bring the organization into compliance and conducted financial reviews of the past two years. That work reinforced my belief in transparency, accountability, and the Blvd's potential to thrive.  I will remain committed to my beliefs as I lead the next chapter of the Blvd’s growth.  

At its core, the PBID exists to ensure Del Paso Boulevard is clean, safe, and positioned for success. That means working hand in hand with our businesses, property owners, District 2 City Council office, and collaborative partners to create real change. It means pushing for solutions that bring new energy and investment into the corridor while making sure the people who have built this community feel seen, supported, and empowered.  

This isn’t just a job for me—it’s personal. I’m deeply invested in making Del Paso Boulevard a place where businesses flourish, culture thrives, and opportunity is abundant. When we work together, there’s no limit to what we can accomplish.  

I’m here, I’m listening, and I’m ready to get to work.

Rob Fong, Business Navigator

As the Business Navigator for the Old North Sac Partnership, Rob Fong bridges the gap between property owners, business operators, and The Partnership to ensure that every stakeholder has the support and resources they need to thrive. With a background in civic leadership and community development, Rob brings a practical, relationship-based approach to helping businesses navigate City processes, access local programs, and stay connected to corridor improvements.

Rob’s role focuses on communication, advocacy, and problem-solving—working directly with business owners to address safety and maintenance issues, promote economic opportunities, and strengthen the overall business environment in Old North Sacramento. His on-the-ground presence and commitment to responsive service reflect the PBID’s renewed mission of transparency, collaboration, and progress.
