This page provides information about the renewal process for the Old North Sac Property and Business Improvement District (PBID). The previous PBID term concluded on December 31, 2025. The Old North Sac Partnership is currently leading efforts to renew the PBID for a new term covering 2026–2035.
The Del Paso Boulevard PBID charter expired on December 31, 2025. As a result, PBID-funded services are currently paused.
The Old North Sac Partnership remains active as a nonprofit organization and is focused on coordination, planning, and stakeholder engagement to support the PBID renewal process. No PBID assessments are being levied or collected during this period.
Property and Business Improvement Districts (PBIDs) have been used throughout California since 1994. When authorized, PBIDs allow property owners within a defined area to collectively fund supplemental services—beyond those typically provided by a city—through assessments on real property. These assessments are collected during an active PBID term and are used to support services such as maintenance, safety, and district enhancements.
The PBID renewal effort is intended to restore a structured, property owner–supported framework for delivering supplemental services that enhance the cleanliness, safety, and economic vitality of the Old North Sacramento corridors. Renewal would allow services to be reinstated, provide long-term planning stability, and support coordinated investment in the district.
The prior PBID encompassed approximately 313 properties with 158 property owners. As part of the PBID renewal effort, the existing boundaries are proposed to continue with an expanded district footprint. The proposed renewal area includes parcels along Del Paso Boulevard between Railroad Drive and Lampasas Avenue; El Camino Avenue between Rio Linda Boulevard and the railroad; the railroad corridor between Highway 160 and El Camino Avenue bounded by Royal Oaks Drive and Erickson Street; and along Arden Way between the Sacramento Northern Bike Trail and the railroad crossing at Swanston Station. Final boundaries are subject to property owner participation and City Council approval.
During the renewal period, the Partnership is focused on outreach, planning, coordination, and transparency. While PBID-funded services are paused, work continues to prepare for future implementation, maintain communication with stakeholders, and ensure the renewal process is conducted responsibly and in compliance with City requirements.
